Why did Obama say the queen represents the "Best of England"?

Doesn't he know that she is the monarch of the whole of Britain thus making her "The best of Britain"? To be honest she doesn't even represent the best of the UK, since most of the royals are of Germanic stock thus are more representative of nazi Germany.
